This course provides a review of an engineer’s professional responsibilities for the health and welfare of the public and discusses pertinent management principles for a professional engineer. Case histories on engineering ethics will be reviewed. Students are required to write their own personal statement on integrity. Approximately half of the class time will be dedicated to review materials associated with the NY Fundamentals of Engineering exam. Significant out-of-class time will be required to successfully pass the FE exam.

Steps to Become a Professional Engineer
To be licensed as a professional engineer in New York State, you must pass:
1. Part A, the (FE) Fundamentals of Engineering examination; you can take the FE exam in any state), and
2. Part B, the (PE) Principles and Practice of Engineering examination (taken after 4 years of work experience post graduation working under a professional engineer). You must take the Part B exam in the state that you plan to practice in.
Examinations are administered twice a year, in April and October, throughout NY State.
- To take the exam in April, your complete application (Form 1 and Form 2) must be postmarked by November 1 of the previous year.
- To take the exam in October, your complete application must be postmarked by May 1 of the same year.
Licensure Exam Fees
Part A: $70 application fee. If your application is approved, then you will receive a scheduling form from NY State Education Department. Return this form with a check for $125 to secure your seat for the examination.
Education & Experience Requirements
- Licensure is based on a combination of education and experience.
- FE (Part A): BS (accredited BEE Engineering Program). Taken when student is within 20 credits of graduation. Typically, you take the FE exam during your last semester at Cornell, meaning you apply to take the FE exam the semester before; so for most of you, this means you apply in the Fall and take the exam in the Spring. You will send in Form 2 Certification of Professional Education to the Cornell College of Engineering Registrar’s office (or to the University registrar where your BS was obtained). The Registrar will hold your Form 2 until after you graduate and then they will send it into the NY State Ed Office.
- Education/experience credit may not be earned for more than one academic program.
- Graduate degree(s) in engineering may be credited as 1 year of education/experience credit in addition to any credit earned for undergrad study.
Other Requirements for Licensure
- Good moral character.
- Minimum 21 years of age.
- Meet the education & experience requirements stated above.
- U.S. citizen or alien lawfully admitted for permanent residence in the U.S.
- File for an application by the deadlines stated above.
- Pay the two fees.

How do I Meet These Requirements?
- A Cornell B.S. in Engineering is ABET accredited and is awarded 8 credits. To take Part B (PE Exam) you will need 4 more years of experience post graduation performing “responsible charge” duties under the supervision of a PE.
- A Cornell B.S. with MEng or M.S. will only need 3 more years of “responsible charge” duties under the supervision of a PE. (The combined credit for post-graduate degrees is limited to one-year max.)
- A Cornell B.S. in Technology through CALS is awarded 3 credits. To take Part A (FE Exam) you will need 2 years of experience post graduation. After passing the FE Exam, you will need 4 years of experience performing “responsible charge” duties under the supervision of a PE. A Cornell B.S. degree in a science curriculum is awarded 3 credits. To take Part A (FE Exam) you will need 3 years of experience post graduation. After passing the FE Exam, you will need 6 years of experience performing “responsible charge” duties under the supervision of a PE.
Why do I Need a PE License?
- Opportunities for private practice and/or owning your own engineering firm.
- NY Education Law, Section 6512.1: “Class E felony for anyone not authorized to practice who practices or offers to practice or holds himself out as being able to practice professional engineering.”
- Recognition as a professional.
- Career advancement.
- Who Practices Professional Engineering?
- Section 7202: Practice of engineering and use of title “professional engineer”: “Only a person licensed or otherwise authorized under this article shall practice engineering or use the title “professional engineer.”
What is a Professional Engineer?
- A professional engineer is someone involved in an occupation requiring advanced training usually involving mental rather than manual work. Held to having higher standards of societal responsibility and protecting the safety and welfare of the public.
- New York State Consolidated Laws: Education Article 145 – Engineering and Land Surveying. Section 7201: Definition of practice of engineering: “The practice of the profession of engineering is defined as performing professional service such as consultation, investigation, evaluation, planning, design or supervision of construction or operation in connection with any utilities, structures, buildings, machines, equipment, processes, works, or projects wherein the safeguarding of life, health and property is concerned, when such service or work requires the application of engineering principles and data.
How do I Keep my PE License?
- Do not violate professional standards and legal requirements.
- Effective January 1, 2004 in New York State:

- 36 hours acceptable continuing education for every triennial registration period.
- Exceptions: Section 7211: “Professional engineers directly employed on a full time basis by the state of New York, its agencies, public authorities, public benefit corporations or local governmental units prior to January first, two thousand four, and who are represented by a collective bargaining unit, at all times when so employed shall be deemed to have satisfied the continuing education requirements of this section."
- Pay the necessary fee.

BEE 5330, Engineering Professionalism is a 1-2 credit course that includes review for the FE exam and ethics (letter or S/U option). This will be done with cooperation with the Cornell Student Chapter of American Society of Civil Engine (ASCE) who in the past has conducted review sessions on the FE exam each spring.

NOTE: You must have a passport-style photo with your application and Form 1 must be notarized. Sue Fredenburg (230 Riley-Robb), Alley Pelletier (106 Riley-Robb) or the Cornell Campus Store in the lower level banking area can notarize your forms. Deborah Higgins in Riley Robb 116, the campus store or the campus Postmarket can take your passport style photo.
In lieu of Form 2, Dr. Timmons will file a form 20 on your behalf. After graduation you will be required to file a Form 2 with the College of Engineering Registrar. You will receive information from NYSED regarding this. If your BS degree is from another institution, you will need to file a Form 2 along with your Form 1. Form 2 should be postmarked by November 1 as well.
